The full latest note
Day six, Monday midday: quiet since the morning. SecurityWeek (09:30 ET) recaps the honeypot shells and still names no victim; it says the flaws were not on CISA's exploited list as of Monday morning (this run could not open the KEV feed itself). php.net's only new post is a Windows build update for the separate Brotli flaw, not a PHP2Shell fix. Earlier today: the story moved in two directions overnight. The one vendor account of a successful intrusion is withdrawn: Unit 42 retracted its Oct 23 report of an AI-agent-like attacker taking credentials at a European government agency, saying on Oct 25 (2:15 p.m. PT) that it 'is unable to confirm that initial access is associated with the specific PHP2Shell CVEs'; the attack happened 'in the context of a vulnerable PHP application', which is what led it to the PHP2Shell call. This index carried that report as its siren for two days and now records the retraction. In the other direction, BleepingComputer reported on Oct 26 (05:19 ET) that the flaws are 'successfully exploited in the wild': a honeypot run by Adel Karimi, Perplexity's detection and response lead (the same 0x4D31 report this index logged Oct 25), recorded confirmed code execution against Apache mod_php on PHP 8.4.26, and Expel's Marcus Hutchins calls it 'by far the highest quality confirmation of in-the-wild php2shell exploitation I've seen so far'. That is proof the public technique works against a real unpatched server, not a victim: Dataminr says activity before it was 'limited to scanning, fingerprinting, and use of non-working exploits, with no known compromises'. Still no organization confirmed breached by name; still no PHP release since Oct 21 (php.net read Oct 26 morning); still no CISA listing (the KEV feed opened directly at 07:08 ET: version 2026.10.23, 1,756 entries). New numbers: TU Delft's live dashboard, 41,907 exploitation requests from 586 IPs in 68 countries since Oct 21; VirusTotal, 5.1 million exposed PHP hosts, 3.8 million with an attackable port. Restorations: most Nepal government sites are back, KB Kookmin's tablet-branch service resumed in Korea. A researcher won the StealMyBitcoin challenge against an unpatched server Oct 25 and published a proof of concept.
Am I affected? What to do
Fixed PHP releases: 8.2.35 8.3.36 8.4.27 8.5.12. Per Wiz, nearly every PHP version back to 5.4 has at least one affected bug; THN reports every 7.x and 8.x release affected.
If you run a website on PHP (WordPress, Drupal, Magento and most shared hosting), ask your host or developer which version it runs. Older than the releases above: upgrade, or take it offline until you can. Versions before 8.2 will not get an official fix. A third bug, CVE-2026-115560, is not covered by these releases; follow your host's or PHP's guidance on it.

Questions people are asking
What is PHP2Shell?
PHP2Shell is the name for 2 critical flaws in PHP's core engine (CVE-2026-109618, CVE-2026-109619, CVSS up to 9.2), found with the help of AI by Wiz Research with Calif and OpenAI. They let an attacker run code on, or read memory from, a server running PHP without logging in. Fixes shipped on Oct 21, 2026.
Which PHP versions fix PHP2Shell?
The fixed releases are PHP 8.2.35, 8.3.36, 8.4.27, 8.5.12. Per Wiz, nearly every PHP version back to 5.4 has at least one affected bug; THN reports every 7.x and 8.x release affected. Versions before 8.2 get no official fix.
Am I affected?
If a website you run uses PHP (WordPress, Drupal, Magento and most shared hosting do), it was exposed until upgraded to a fixed release. Ask your host or developer which PHP version the site runs; if it is older than the fixed releases above, upgrade or take it offline until you can.
Is PHP2Shell being exploited?
Tens of thousands within 45 minutes of disclosure, millions by Oct 22. TU Delft's live dashboard counts 41,907 exploitation requests from 586 source IPs in 68 countries against its own honeypots and telescope between Oct 21 and 11:04 UTC Oct 26, 171 of them sending code or a dropper. Some attempts try to enlist servers into a Mirai botnet variant (Potassium); no infection count has been published. Code execution has been confirmed on researchers' decoy servers (honeypots).
Has any organization been hacked through PHP2Shell?
Still none by name, and the one vendor account of a victim is gone: Palo Alto Networks' Unit 42 retracted its Oct 23 report of an AI-agent-like intrusion at a European government agency on Oct 25 (2:15 p.m. PT), saying it 'is unable to confirm that initial access is associated with the specific PHP2Shell CVEs'. What stands instead, as of Oct 26, is narrower and firmer: a honeypot run by Perplexity's detection lead Adel Karimi recorded confirmed code execution against an unpatched Apache mod_php server, which Expel's Marcus Hutchins calls the highest-quality in-the-wild confirmation so far; Dataminr says activity before it showed 'no known compromises'. The earlier 0x4D31 honeypot report (35 shells, three decoys, Oct 24) is Karimi's. Sophos retracted its one earlier claim on Oct 22. Proof the technique works against real unpatched servers; still no victim.
Is PHP2Shell on CISA’s Known Exploited Vulnerabilities list?
Not listed as of Monday morning, per SecurityWeek (09:30 ET Oct 26); this run could not open the feed itself. Last opened directly at 07:08 ET Oct 26: catalog version 2026.10.23, released Oct 23 at 19:30 UTC, 1,756 entries, none of the three PHP CVEs; the newest additions are still the Oct 23 Arista and Collabora entries. No federal emergency directive reported. A listing is CISA's formal verdict that exploitation is real; the Oct 26 honeypot confirmation is the kind of evidence one rests on.
What is CVE-2026-115560?
A third PHP bug disclosed on Oct 23 that the Oct 21 fixes do not cover. PHP issued an informational advisory and is leaving the fix to the next regular release; Korea's KISA published a temporary workaround. No exploitation has been reported.
Did AI find PHP2Shell?
Yes. Wiz Research, Calif and OpenAI used frontier AI models (Wiz Atlas, Gemini 4 Argon, GPT-5.6 Sol) to find and weaponize the flaws in August 2026; they were reported to PHP on Aug 24 and disclosed Oct 21. It is the first AI-found bug to push governments to switch off public services as a precaution.
Latest, newest first
- CISA's catalog, opened directly: version 2026.10.23, no PHP entry, no emergency directive. No PHP release since Oct 21. Korean press relays a CYFIRMA report, at moderate confidence, of Korean-speaking actors preparing attacks on banks and government in four countries. source
- The PHP Foundation tells Reuters it has one full-time employee and 14 mostly part-time contractors, and no evidence the flaws were exploited before disclosure or against patched servers. source
- Palo Alto Networks' Unit 42 gives the first vendor account of a successful intrusion: at an unnamed European government entity, an attacker it judges to be an AI agent had password hashes and multi-factor secrets within two hours of exploitation and tried for domain admin. The victim, the data source and the outcome are not stated. Retracted by Unit 42 on Oct 25 (2:15 p.m. PT): it could not confirm the initial access involved the PHP2Shell flaws. source
- A Michigan credit union, MSUFCU, becomes the first US financial institution to describe its own precautionary outage: digital banking offline about 24 hours to patch in-house PHP systems, no impact to member data. New York's financial regulator tells firms to patch at once and not rely on web firewalls. source
- PHP flags a third, narrower code-execution risk (CVE-2026-115560) that needs an unusual session configuration. It recommends disabling session upload progress and will fix it in the next regular release; no exploitation reported. source
- VulnCheck says it has an exploit that works against the recommended production configuration on x86-64, kept to its paying customers, and knows of no other public or commercial exploit that does so across PHP versions. Hunt.io, Wordfence and SOCRadar still report no confirmed compromise. source
- Qualys, from about 12,000 customers, counts only about 199,000 PHP instances patched within 12 hours of disclosure; about 110 million (71%) run end-of-life versions that will mostly never get a fix. source
- Neither flaw is yet on CISA's Known Exploited Vulnerabilities list, and no federal emergency directive has been issued. source
- Censys counts 34.4 million PHP services still assessed as vulnerable across about 3.1 million hosts. source
- Attackers try to use the flaws to recruit servers into a Mirai botnet variant (Potassium). Previdian, SOCRadar, Wordfence and Hunt.io still report no successful exploitation; VulnCheck shows a working chain against a default production build. source
- The UK government confirms 32 digital services unavailable and four partially unavailable, mostly as a precaution; the NCSC has sent about 50,000 warnings. source
- VulnCheck confirms a working exploit against default production settings of a widely used PHP 8.4 build. source
- Sophos retracts its claim of one successful compromise; officials in Germany, the Netherlands, Japan and Australia report no confirmed breaches. source
- Cloudflare's CEO says exploit attempts have reached the millions. source
- South Korea raises its private-sector cyber alert to 'caution' and warns about 28,000 organizations. source
- Pantheon reports blocking more than 60,000 suspicious requests. source
- Major Linux distributions, control panels and Docker images ship fixes. source
- UK NCSC urges immediate updates. source
- CISA says the flaws require immediate patching; it has not yet seen exploitation. source
- Governments and companies in Europe, Canada, Japan, Australia and the UK take sites offline as a precaution. source
- Slovenia raises its national cyber threat level to high. source
- OpenAI publishes its 'Patch the Planet' post and a free PHP checker. source
- Hundreds of proof-of-concept repositories appear on GitHub, most fake — some carrying malware. source
- PHP ships fixed releases and the flaws are publicly disclosed. source
- Japan's Prime Minister Takaichi posts on X urging site operators to patch. source

Damage: credentials and MFA secrets reported accessed (vendor report, unconfirmed by the entity) Paloaltonetworks |
What officials have said
- Palo Alto Networks Unit 42: Retracts its Oct 23 update, which had reported attackers using agentic AI attack platforms for post-exploitation at a government entity in Europe (password hashes and multi-factor secrets within two hours, an attempted Domain Admin escalation). The Oct 25 update: 'What researchers saw was an attack against a European government agency executed in the context of a vulnerable PHP application. This led us to believe that it was exploitation of those vulnerabilities. We are unable to confirm that initial access is associated with the specific PHP2Shell CVEs. We have retracted our previous update from October 23.' Cortex Xpanse's count of over 22.6 million exposed instances stays. source
- Chainguard: Denied breaking the embargo, saying Chainguard shipped fixes because attacks were already under way. source
- Germany BSI: Said attacks were seen but none had succeeded, and that exploitation looks harder than attackers' pace suggests. source
- Government of Japan: Said no damage reports or confirmed exploiting attacks had been received. source
- South Korea Science Ministry: Raised the private-sector cyber crisis alert from 'interest' to 'caution' (level 2 of 4) at noon KST, warned ~28,000 entities, and said multi-day manual patching cannot stop these attacks, so automated response is essential. (Post confirmed by press reports; direct link not located.) source
- Australian Government: Said the outages were not a breach and described ASD-led work with international agencies and OpenAI. source
- Trail of Bits: Said his team built a working exploit in one day with Codex, but turning a bug into a shell still takes expertise. source

- ThaiCERT (Thailand NCSA): Warned that a PoC is public; no confirmed compromise. source
- New York Department of Financial Services: Told regulated firms to patch immediately and take unpatchable systems offline; web application firewalls 'may provide limited protection' but 'should not be used as a substitute for patching or isolation'. source
- NSA: NSA says the flaws sit in PHP itself, so any server on an affected version is exposed to unauthenticated takeover. It urges patching, replacing end-of-life PHP, and taking systems offline if they cannot be updated immediately. source
- NSA Cybersecurity: Posted on X urging organizations to prepare for the PHP update and take systems offline if they cannot update immediately (per Newsweek and The National). (Post confirmed by press reports; direct link not located.) source
